Having worked in the field of co‑operative development for 15 years, Alex Lawrie has observed numerous long term changes and trends, both positive and negative; but the dominant trend has been one of decline. This study asks why this should be, and in particular how changes in the relationship between development worker and co‑operative entrepreneur bear on the past and future prospects for economic co‑operation.
